Purpose
The Municipality is undertaking a review of a proposed Operational Plan for Cabot Head Road to guide future access, use, and management of the corridor. The proposed plan incorporates elements of controlled vehicular access alongside non-motorized public access through a multi-use trail, with an emphasis on public safety, environmental stewardship, and long-term sustainability.
Council is considering the proposed Operational Plan as part of a comprehensive review process that includes technical assessments, consultation with relevant agencies, and public and stakeholder engagement.
Public participation is a central component of this process. Feedback from residents, property owners, Indigenous communities, visitors, and stakeholder organizations will help inform Council’s deliberations and support the development of an approach that balances access, safety, and environmental protection.
This engagement site provides background materials, details on opportunities to participate, and updates as the review advances.
Proposed Operational Plan - Virtual Open House
The Municipality of Northern Bruce Peninsula hosted a Virtual Open House regarding Cabot Head Road Proposed Operational Plan for residents and interested community members to attend on April 9, 2026.
This meeting follows the Cabot Head Road public engagement survey and is intended to provide an opportunity to share additional information and respond to questions raised through the engagement process. This online meeting will provide an opportunity to share information, answer questions, and hear feedback from the community.
Frequently Asked Questions
Following the open house, Council will be asked to provide direction to staff on a preferred approach.
Staff will then:
- Develop a detailed operational model
- Confirm governance and enforcement requirements
- Refine costing
- And return to Council with final options for decision
At this stage, we are presenting a preferred direction, not a finalized plan.
The emerging model includes:
- Controlled access to the road
- Continued emergency and authorized vehicle access
- Public non-motorized use
- Strong management and enforcement
Detailed elements such as parking, enforcement, and infrastructure will be finalized in the next phase.
Measures under consideration include:
- Secured and upgraded gate systems
- Controlled access for authorized users
- Physical barriers to prevent bypassing
- Active enforcement and monitoring
The Municipality is assessing:
- Designated parking areas and potential restrictions
- Traffic management measures within Dyers Bay
- Garbage control and enforcement
- Restrictions on overnight camping
- Whether washroom facilities are appropriate
These will be addressed as part of the detailed operational plan.
Traffic and safety in Dyers Bay were among the most consistent concerns raised.
Potential measures include:
- Limiting vehicle access volumes
- Traffic calming strategies
- Parking controls to reduce congestion
- Enforcement of unsafe driving
No, that is not the intent.
The direction being explored is:
- Controlled access
- Low-impact use
- Environmentally responsible visitation
Environmental protection was the strongest area of alignment in the engagement process.
Future decisions will consider:
- Impacts on sensitive habitats
- Wildlife mortality risks
- Limits on use and access
- Ongoing monitoring and mitigation
We recognize that:
- Fully non-motorized access creates barriers
- Full vehicular access creates environmental and safety risks
The goal is to explore options that improve accessibility while maintaining environmental protection and safety.”
